Certificate of Origin (CO) form E - under the framework agreement on ASEAN-China comprehensive economic cooperation (ACFTA), certifying goods originating from member countries. Based on our experience in the customs clearance, we found that nearly 80% of shipments from China required this document to enjoy special preferential tariffs. The tax reduction also depends on each commodity and the specific HS code. In this article, we would like to mention the procedure of applying for CO Form E in accordance with current regulations in Viet Nam.

• Ecosys.gov.vn system: Performing online

• At the CO issuing unit (VCCI, ...): directly when submit the documents

Process:

1. Register a new account for enterprise (only for the first time)

2. Access the system, declare information and documents

3. Upload attachments: customs declaration, bill of lading, Commercial Invoice,…

4. Sign online & Submit application online

5. The application has been approved, printed with the issued C / O application, and submitted together with the application

6. Browse paper records & issue the original CO (Original), paper version

Compulsory documents:

1. Application form for CO (printed from the system) + form E

2. Invoice, Packing List, B/L

3. Export customs declaration, red invoice (if any),…

4. Statement of Manufacturing Process (for the first time applying for C/O)

5. Explanation table according to criteria (e.g CTH, PSR)

6. Other dossiers related to the shipment (if any)
